Be careful, I think you are taking into account UK population, but like said at the beginning of the video they are not taking into account the UK in the statistic since the Brexit is most likely to happen.

About a tax targetting the GAFAM, it seems EU has actually been scared : "But on december the 4th, hindered both by countries providing low tax rates on companies, like Ireland, and by Germany, which fears possible retorsion US measures against its car industry, ministers of finances of the EU failed to reach an agreement about this tax."
